Overview

Quinn Dang is a senior associate in the Litigation Department based in Washington, D.C. with experience in a wide variety of national security and international trade matters, including export controls, sanctions, foreign investment reviews, imports and tariffs. She focuses on the technology sector and regularly advises companies on U.S. export controls and other U.S. and international regulatory developments related to the artificial intelligence (AI) sector, including large language model development and inferencing, cloud computing and data centers, advanced semiconductors, supercomputers, autonomous vehicles, aerospace and emerging technologies.

She counsels companies and investors of all sizes (including major financial institutions, Fortune 500 companies, private companies, funds, investment banks and technology companies) on government and regulatory licensing and approvals needed for commercial transactions and investments, including cross-border deals. Quinn regularly advises and represents acquirers and U.S. companies in high-profile reviews and investigations before the Committee on Foreign Investment in the United States (CFIUS) and other foreign direct investment (FDI) regimes and has experience negotiating national security agreements on sensitive and high-stakes matters.

Companies rely on Quinn for broad compliance needs, ranging from sanctions programs administered by the Office of Foreign Assets Control (OFAC) and export controls under the Export Administration Regulations (EAR) administered by the Bureau of Industry and Security (BIS) and defense technology controls under the International Traffic in Arms Regulations (ITAR) administered by the Directorate of Defense Trade Controls (DDTC) to human rights and supply chain compliance programs including governance, policies and procedures, training and due diligence.

She was seconded for a year at a major U.S. technology and AI company. She frequently writes and speaks at prominent tech forums on regulatory developments. Quinn is a term member on the Council on Foreign Relations.

Quinn graduated from Harvard University, where she received a Bachelor of Arts degree with honors. She received her law degree with honors from Georgetown University. Prior to law school, she served as congressional aide in the U.S. House of Representatives.
