Overview

Elliott Hunt is an associate in the Abu Dhabi office of Paul Hastings and advises procurers, project sponsors and investors on commercial contracts for major projects, specializing in non-contentious construction, project development, procurement considerations and technology licensing.

His practice spans the full project lifecycle — from tendering and procurement through to construction, operations and maintenance. Elliott has advised clients on some of the largest and most complex regional and international projects and his experience spans industries including strategic infrastructure, airports and transportation, leisure and hospitality, power and water, petrochemicals, data centers and digital infrastructure, renewables, and oil and gas.

  • Vision Invest — in connection with the proposed investment and development of a sustainable aviation fuel (SAF) production facility in the Suez Canal Economic Zone, Egypt.
  • BioTech Energy (BTE) — advising BTE with the development of a 200 KTY renewable oils and fats hydro processing refinery in Pakistan. Drafting and negotiation of a FIDIC-Silver Book based EPC contract with the EPC contractor and negotiation of technology licensing aspects for the proposed plant.
  • Tarshid / National Energy Savings Company — on the legal framework for the establishment of a government-backed super-ESCO project in Saudi Arabia.
  • Tarshid / National Energy Savings Company — on the establishment and enhancement to various energy savings agreements, including DFSA, ESPC and co-investment agreements.
  • ADES / TAQA — on the establishment and contractual arrangements for a new government-backed super-ESCO project in the UAE.

  • Oil Park Development Company (OPDC) — with the procurement considerations and construction aspects of the development of its offshore theme park, including the preparation and negotiation of a series of supply, construction and professional services agreements.

  • Saudi Aramco with the EPC, O&M and LTSA arrangements for multiple major projects including the Jafurah Cogeneration IPP and the Zuluf IWP.
  • Emirates Water and Electricity Company (EWEC) — in connection with major utilities projects including the M2 RO IWP, the BESS 1 IPP, the Madinat Zayed IPP and the Taweelah C IPP.
  • USAID / Ministry of Water and Irrigation on construction and engineering aspects of the Amman-Aqaba Water Desalination and Conveyance Project in Jordan, which will provide 300 MCM/ year of desalinated water.

Transport and Infrastructure

  • National Center for Privatization (NCP) — advising on the restructuring of the concession for the Hajj Terminal Complex at King Abdulaziz International Airport (on account of the impact of COVID-19 on the existing concession), as well as the construction and renovation of various new and existing facilities.
  • Etihad Rail — in relation to the development of various construction, supply and procurement contracts to be used in current and future phases of the Etihad Rail project.
  • Vision Invest — with early construction aspects of the development of Abha International Airport in Saudi Arabia. 
  • Riyadh Air — in connection with the establishment of various construction and fit-out contracts for the construction of training centers, site offices and other administrative facilities in Riyadh.
  • Sponsors — in connection with their bid to develop a large-scale commercial real estate project for a major Saudi public procurer, including in respect of the main PPP project structuring and project agreement, and subcontracts including EPC contract and FM agreement.
  • Bahri  / National Grain Company — in connection with the development of construction and warehousing/storage agreements for large-scale grain storage terminals in Saudi Arabia. 
  • Pure Data Centers — in relation to the construction of a number of data centers, including in the U.K., UAE and Ireland. 
  • Abu Dhabi Ports — with the development and enhancements to a range of its construction, warehousing and transportation logistics contracts.
  • Saudi Aramco — with the supply and procurement, EPC and technology licensing aspects of the development of a large steel plate production facility in collaboration with PIF and Bao Steel.
  • Saudi Aramco — with the FEED, EPC and structuring/collaboration aspects of the upcoming SOFON mega-project to establish a national-champion ship building company in the kingdom.
  • Saudi Aramco — as procurer, on the structuring, tendering, development and financing of all five of its residential camp procurements (over $2.5 billion value) to be developed on a BOOT basis.
